A. Transfer the domain registration to the registrar of your choice (after a 30-60 hold period after registration).
B. Transfer the DNS to the DNS host of your choice.
C. Keep the domain and DNS hosted and GoDaddy and point the domain name to an IP address of your choice.  
So no, you are certainly not obligated to build my website with them.
2. While there are many web site hosting options out there, some free and some not, I would choose your host based on the level of customer service that they are able to provide, especially if you are new to websites.  Be sure to look into HostMySite.com when making your decision.
