No, you need both. Many sites offer the domain name itself for $1.99 or less, but you still need a server to host it on. Unless you plan on leaving your personal computer on 24/7 and racking up huge bandwidth charges, you will need to rent the space from somewhere else. Yes they are too seperate things. Why you buy a domain name you are just reserving that name so noone else can use it. You will also need webhosting to be able to have space to put your website on.
