Best Program To Edit An Existing Website?

I have a website already up that was built by someone else on there computer. Currently there are some things that need to be edited on the website but the person who was in charge of that no longer wants to do this so now I am left to do this on my own. My website is hosted by bluehost.com and they have editing options there but I can’t figure out how to make them work and technical assistance is of no help either. I need to download a program that I can upload the existing website on and edit and publish it from there. How can I do this? What is the best program to use?

    First you need to have your website saved on YOUR hard drive. If you don’t have it there, ask the person who made it to send it to you.
    Then you edit it on YOUR COMPUTER and upload the edited version to the hosting server.
    Normally you’d edit a site using the same tools that were used to built it.

    Everyone will say dreamweaver or something similar. The problem is that its too expensive and people don’t know how to fully use it. I build sites using wordpress on my own hosting. It’s quick and easy and templates are free all over the internet giving you a fresh looking site that is search engine friendly.
    I show people how to build sites online using video tutorials that I did myself.

    connect to the server with an FTP program.
    download the pages you wanna change.
    change them, either in simple text editor or in an IDE like dreamweaver.
    reupload and overwrite old files with new.
