I want to buy/register a domain name outright and not pay for hosting package,simply to register until such time as I build a website or sell/transfer the domain to someone else.Can anyone confirm that this is common practice/suggest a good company to buy/register domains with.Am looking to pay a one off low cost fee,not ongoing monthly fee.

Yes, you can buy (register) a domain name without a hosting package. This is usually is less than ten dollars a year from most registrars. I suggest http://www.TemeculaValleyDomains.net you can get .com registrations for $6.95 per year.

You can certainly reserve your domain name without actually doing anything with it. Most registrars will charge you every 2 years for your domain registration.
