If you have a domain name you have your eyes set on, register it first so you don’t lose it. If you don’t care much about the name, then you can wait until the website is mostly completed, and then go back and edit in your website name where it is necessary. A domain can run you anywhere from free to 10-20 dollars a month if it’s a small traffic personal site. By the time you need to be paying much more then that, you should already have the experience in running a website to take that one yourself.

you should kill 2 birds with one stone and do both with one webhost. Register your domain and sign up for webhosting. A lot of webhosts have free site building tools that allow html, script, free templates etc… it makes it a lot easier than doing it yourself.
