Can I Turn An External Hard Drive Into A Web Server?

How hard would turning an external hard drive into a web server? Would I have to use Apache? Would it be cost effective to create a web server this way or would it be cheaper to just get unlimited hosting through godaddy or another hosting site?

    External hard drive would have to have it’s own static IP address, network controller, OS, motherboard, CPU, web server (Apache would work), etc. (Basic it has to be it’s own computer)
    It’d probably be a lot better to just get a host like godaddy.

    Buy your hosting. It makes it much simpler because hosting a website requires more than just extra space on a hard disk.
