Quite a few free webhosts allow you to use your own domain name. My favorite is http://www.Freebeehosting.com
You can find a pretty decent list of free hosts and what features they include at http://www.free-webhosts.com
You will need to purchase a domain from an accredited registrar and then update the dns servers according to the host you settle on. http://www.GoDaddy.com usually has the best registration rates on the net (I wouldn’t recommend their hosting though, it’s crap)

FTP Access and Web Based File Manager
    Easy to use Website Builder
5 MySQL Databases with Full PHP Support
