GoDaddy is simply a company that offers hosting of your website and a domain for it, for a monthly fee. You can make a website multiple ways without the use of it.
There are some websites that will build a website for you, for free, with your part being, simply choose a layout, add text, images, and such to where you want it to be. However, if you want to make a website by yourself from scratch, you need to write it in a language called HTML (or similar things to it), then have it [hosted] by a site such as godaddy, and furthermore get a domain for it. You can easily find a website hoster using a search engine, there are some free ones.
There are many ways you could learn HTML and other languages associated with it. There are many free, beneficial tutorials online to teach it, and you could also search for “learn html” or “learn web design” in a search engine. If your purpose is other than to learn HTML for static pages, you may want to try some of the free CMS sites, for instance WordPress.com, Blogger, Xanga, etc. for blogs, or one of the free phpBB sites. Most of them come with online documentation.
You can get web hosting for a few dollars per month though and getting a domain name is around $10 per year. Not a lot to pay for a lot of learning experience and enjoyment.
