For instance, if someone wants to set up a website, with their own domain name, can they put that domain name on hold until they are ready to purchase it? Sorry, this is my first attempt at trying to set up a website all on my own, and I don’t know much about it.

There’s no way to exclusively do that with the ICAN registry, so basically, no, either someone buys it and keeps it, or it’s unregistered and available to everybody. It isn’t like it’s cheap though, a few dollars for the year until you decide if you want it or not isn’t a huge loss.
It’s possible that some registrar would put it “on hold” for you, by buying the domain name then pointing it towards some generic website filled with ads, but chances are you’d have to pay more to buy it from them in that case.

well, yes and no. Yes you can hold the domain name, BUT, only for as you as you have paid for it. Domain names are usually renewed annually so keep your payment up to date or you could lose the name.
So you can own the name and not use it, but you cannot hold the name without paying for it.
