I seriously doubt that GoDaddy or any other hosting company is allowing remote connections to MySql! That is a large security issue and on shared servers just not worth the risk to them. Take your work and upload it then see if it connects..
Just remember that “localhost” isn’t on your machine its on the server!
(in your connection you are missing server=:”localhost (or remote IP or the servername)

surely they’ll know what’s up..
have you considered running “phpmyadmin”?
it’s a php module build for interfacing w/ mysql..

Mostly in the fields I have heard of MySQL is in webdesign. Sometimes you will get this error when internal updates are being done, your webhost is doing some updates or you are having server updates.
