Meta Tags are used to provide search engines a way to “read” what your site is about.
The description is like the blurb on the back of the book; it tells you what the book is about.
Keywords are like when you are looking for a book in a bookstore. To find a cook book about italian cuisine – you would go to the cooking section, italian food, and then any related terms you would use to find that book.
In brief: keywords help the search engine categorize your page. The description is more for the reader searcher to read what the site is about. If the description and keywords match, you will have a better chance at improving your SEO – Keep them both relevant!

In order to fill out those metatags, please read the following tips provided by google.com:
    Placement of Metatags:
The second metatag is the “Description” which is
usually 25-30 words to form a complete sentence which
best describes one’s goods and services.
And the very last category – “Keywords” are also
somewhat limited to 15-16 words which can be plural
    and compound in nature.
    Good luck!
