If you want to make any site as large scale as youtube, the bandwidth is going to be costly. No matter what hosting plan you’re on. You really have to be dedicated to a large project like this. Not to mention have extensive knowledge of coding both websites and the embedded videos, and the system for submitting them. You’ll have to learn programming languages on top of HTML, such as CSS and Javascript for starters…

I have created over 5 different sites that all do video sharing and conversions.
I don’t know if BlueHost will allow this but I always used: http://ffmpeg.mplayerhq.hu/
That should get you started doing on the fly conversions.
