You are not required to form a business to register a domain. If a registrar tells you otherwise, then go to another registrar.
On the other hand, if you’re going to be doing freelance, you may want to consider forming a business for tax reasons, but that has nothing to do with registering a domain.
No. Any person or business can register domains. However, there are restrictions on certain types of domains such as .org, .gov, .mil, .edu. And there are localization issues for some such as .eu, etc. The .com, .net, .ws, .info are pretty wide open. However, each domain suffix is usually priced differently.
I registered at NameSecure and got my own domain name. It cost about $35 for year. I’m not promoting this site but you can check it out and see for your self.
