I just purchased a Godaddy.com account. (Domain name and hosting).
However, I do not know how to start the first page. All I have now is the blue and white welcome page. Will someone give me pointers?
What programs do I use to make the frames of each page? How do I link things? And what about the codes? I am making a personal portfolio website. Graphic design major here.

Good choice on Godaddy. First thing you’ll want to do is get some kind of WYSIWYG (What You See Is What You Get) editing software. You can create pages there. To get them onto your actual website you will want to go to your hosting account manager on Godaddy. Under the CONTENT tab select FTP client. Two boxes will appear. The one on the left is your computer’s files and the one on the right is your web site. Highlight the files you want to add to your website and hit the button the middle with the arrow facing right. That should get you going.
I know that is pretty broad of an explanation but you can email me if you have any more questions along the way. phillip.stricker@gmail.com
