You can buy a domain name from a place like GoDaddy.com You an get webhosting from iPowerWeb.com OR, you can get both from the same service.
You might try http://www.doteasy.com and get a domain name and webhosting for just $26 per year.

If you just want your own domain name, but are not particular about what that domain name is. There are websites like http://www.noip.com and others that will let you create a subdomain for free. So that you can have a URL like megs-cat.hopto.org or meg.bounceme.net (there are about a dozen to choose from).
Then you can use one of the websites where you can create free web pages or a blog, and you can configure your URL to redirect to that website. There is no way to get a domain name for free. Although, godaddy.com is very popular. The domain names cost about 8 or 9 dollars/year.
