Depends how you manage your domain names.
If you order your domain names through the same place as where you get your Web site hosting, then it should be as simple as telling the hosting company you want to buy the new name and have it directed to your web site, and the old name “aliased” to the new domain.
If you use a registrar that is separate from your Web site hosting, then generally speaking, you buy the new domain, then set the DNS servers to use your Web site’s hosting company’s DNS servers. Then, you contact your Web host and ask them to point the new domain to your Web site.
Finally, the old name can either be aliased to your Web site (I would recommend that) or you can change the DNS entries for the old domain to use the “parking” servers maintained by your registrar.
