Yup you need to keep your computer running in order for people to visit your self served site. You will also need a fixed IP address. Many ISP’s provide dynamic IP’s.
You will need to set up domain name servers (or use something like OpenDNS) then point your domain name to the DNS IP addresses.
Obviously you will need enough bandwidth to accomodate the type of traffic you will be getting and a cable or DSL connection for speed.
Make sure you configure Apache security. The default setup with Xampp is not intended for an open server system. Same for MySQL if you’ll be using it.
Considering the cost of hosting these days, I can’t think of a good reason to host your site on your own system. Good luck with it if you decide to go ahead.

To host your own domain you would need your own server with at lest Windows Server 2003/2008 Web Edition. To register the domain you would have to go to IANAs (Internet Assigned Naming Authority) web site: http://www.iana.org/ Through them you would purchase a domain name. I do no have much it is or anything beyond that. Your server must be on 24/7 for other computers to connect to the web page. How can people access a computer that’s off? Its probably cheaper to use a web hosting service which allows you to have your own site on a companies server so, you would need your own and keep the maintenance on it.
Furthermore, I believe to have your own domain you would need a server that has been upgraded to the role of a Domain Controller. This role is only available on Windows Server Enterprise, Standard and Data Centre Editions. Those are very expensive network operating systems. Linux operating systems can also host a web page; however, I am not that knowledgeable in Linux nor, do I know for sure if it uses domains the same as Microsoft operating systems. You can also look into that and Linux is free open sourced software.
