You can register a domain name, which you do for a number of years (usually 1, 2 or 5 years). Then you get the option to renew it at the end of that time, or let it expire, and when it expires, somebody else can register it.
While it’s registered in your name you can sell the registration, at whatever price you want, to whoever you want.
Depending on which company you use to register it (or whether you register it directly with Nominet, which is much more expensive), then it will either be registered in your name, or it might be registered in the name of the company that you used to register it.
For registering domains I use http://www.easily.co.uk but there are loads of others.
