  1. Dave Zan(2009-09-03):

For unregistered domain names, just register them at your friendly neighborhood registrar. ;)
For registered domain names, that’s a little tricky. The current registered name holder (or registrant for short) practically holds ALL the cards on the deck, meaning s/he ultimately decides how much to sell it to you.
So brush up on your negotiating skills. And be ready to walk away since you’ve got other choices.
Should you and the registrant agree to a price, there are then 2 other tricky parts:
    1. How to remit the payment to the other person without the possibility of the registrant screwing you out of the deal. One way around this is to use some type of escrow service.
    2. How to get the domain name registration transferred to you. Because the registrant holds the domain name, s/he decides how to possibly give it to you without compromising his/her position.
One site I can “safely” recommend that does 1 and 2 above is Moniker.com (I’m one of their affiliates, by the way). I’m not sure if I can post a link directly to their escrow service, so just hop over to their site and look for “escrow services”.
Good luck with the one you have in mind!
