says only $1.99 for a year – see link has other options also. If you google a domain name it will come up with several companies you can buy through- compare prices and hosting etc!

You don’t “buy” a domain name. You register it for about $10-15 per year. And then each year you renew your registration. If someone else has already registered the domain name that you want, they may transfer it to you for a price. There were some early land grabs in the wild-west days of the internet that allowed
some forward thinking people to make some cash.
Some companies have successfully SUED registrants to force them to hand over a domain name. Although those cases are rare and usually they are settled with an amicable purchase.

There are plenty of companies offering domains for low prices these days. Yahoo Domains has a 1.99 offer for the first domain. GoDaddy.com and Register.com are others with domains for low prices.
