I recommend one of these: http://www.hosttell.com/
Powweb has the best offer right now. It’s on a 50% sale – $3.88/month ($46.56/year), and you get a free domain from them. (like http://www.yourwebsite.com)
Their hosting plan includes web builder, so you can create your site just by drag and drop (without any programming), or you could install Wordpress (easy, one click install from their control panel), choose a theme that you like, and start adding content.
Bluehost is very similar to Powweb although a bit more expensive. It’s $7.95/month ($95.40/year). They also include a web builder, as well as one click install of Wordpress and some other software.
Many companies which host domains also offer the registration of that domain for a small cost. but be sure to verify the domain you want is not already bought. Just be sure you are aware the hosting company will want the years payment up front, most do not let you pay month-to-month. There could also be fees for setting up the account or domain.
See my sources below for some options.
Globat is one which is cheaper than BlueHost and offers site building tools so you can do it yourself.
You can host it for free in many places, or you can even host it yourself if you don’t mind installing Apache or IIS.
As for using a service, for your level it would be maybe $5 a month, and many places will give you a domain name for free. You can even get free hosting with companies like GoDaddy if you purchase a domain through them, and let them stick an ad on the site. I’d recommend GoDaddy, just pay the $5 a month. They provide numerous templates and automatic software installations. You enter a few details, choose the software you want, and it will install WordPress, PHPbb, and other packages on the site for you.
Try Blink Web or Wix, their easy to manage free website (or blog) has cool features that include drag and drop capability, switch designs on the fly, youtube and google video, custom html, upload images, flikr photo gallery, visitor stats and more. You can also buy a new domain instantly, or host your existing domain for free and make it your own (www.yourown.com)
If your looking for something more advanced but still user friendly then try XsitePro, Sitebuilder Designs or Calvary Studios, they have everything you need in building your own website: domain name registration or domain transfer, web hosting, web builder, site maintenance and email accounts. Everything is laid out in an easy to follow step by step instruction. Some of the features included enable you to add your own themes, videos, images or mp3 music making your site unique to you. Pricing is comparable and affordable too.
I hope that I was of some help and answered your question.

As you may know a domain name is just a name, not a real website. If you are going to create your website: 1- Buy a domain name. To get a domain name, you have to pay an annual fee to a registrar for the right to use that name. 2- Buy a web hosting service to provide your online space and enable you to get your website online at your purchased domain name.
If you want to start your website I recommend purchase your domain and hosting together. In this way it is possible to get your domain for free. Some hosting services offer this gift today.
As an experienced webmaster I recommend BlueHost service which I’m sure it would work for you and fulfill all your requirements. They have a really great offer for hosting & I have used them for over 3 yrs now, and have never had a single problem with them.

To make a website just follow this guide I made:
First, if you don’t really want to write and you just want to make a site fast with free hosting try these sites:
1#Webs– webs.com/ | Formally FreeWebs
Simply sign up, chose a domain(www.yoursitename.webs.com), choose a templet, then ad content, and upload, as easy as that! The hosting is free, but you can upgrade to get more features.
2#Weebly– weebly.com/
Create a free website or blog in minutes by using a simple drag and drop interface. No ads. One of Time’s 50 best websites of the year.
2#Blogger– blogger.com/start
Great to start a blog, powered by google!
If you are willing to spend time learning (but want some help making it with a program) then check out these links:
1#KompoZer– http://www.kompozer.net/
WYSIWYG HTML and CSS editor derived from Nvu. Binary downloads for Windows, Mac, and several variants of Linux. [Open Source]
By the way KompoZer is NVU’s Unofficial bug-fix because NVU was forgotten, it has so many bugs and crash so much they just gave-up. So don’t use NVU. Also the new version of KompoZer will most likely be BlueGriffen:
bluegriffon.org/
It will fix all of KompZer problems while still using the KompoZer/NVU Look and feel.
< --------------------------------Some Q and A-------------------------------->
Q:
What is a WYSIWYG editor?
A:
Well stands for What You See Is What You Get it makes the code for you, if you place a image here on the screen it will make the code to do that, there are limitation thought but it’s still good.
When your site gets big and you need to control things easily then try a CMS(Content Managing System)
< --------------------------------Some Q and A-------------------------------->
Q:
What’s a CMS?
A:
It’s a Content Managing System that can control many things on your site with one click, example:
Logo, Navbar, Slogan, Theme, Info, etc…..
Q:
How would it help me?
A:
It would control many elements on you site with one click, you will find that it get hard when your site reaches 40+ Page and you need to copy and past the new link in your navbar to every page, or change your logo, etc….
Q:

A:
You need a a web host that offers MySql(Preferably 5) and PHP(Preferably 5).
Q:
What CMS Should I use?
A:
There are so many CMS out there it’s hard to say, you could check sites like:
cmsmatrix.org/
cmsmadesimple.org/
cmscritic.com/
To find one that fit your needs, here are some of the most popluar CMS:
Joomla
WordPress
Drupal
I use MODx CMS:
modxcms.com/
It’s an easy to use CMS that has a growing community and won the 2007 most promising CMS Award.
Q:

A:
With the wide amount of CMS out there, it’s hard to cover all the CMS’s, a good place to learn is YouTube, for visual learning, other wise just search the tutorial you need in your favorite search engine.
Every Site need a domain(example http://www.yoursite.com , or http://www.somesite.net , etc)
< --------------------------------Some Q and A-------------------------------->
Q:

A:
A Domain is the URL of you site ie, http://www.yoursite.com or http://www.yoursite.co.cc.
Also most hosting company’s will give you a sub-domain, ie, http://www.yoursite.110mb.com or http://www.yoursite.webs.com
If you want a free domain try a .co.cc domain:
co.cc– https://www.co.cc/
co.cc is a free domain, (example, http://www.yoursite.co.cc).
If you want a top level domain like .com, .net, .org etc. domain then you have to pay for those.
If you would like to buy a top level domain then check out
GoDaddy.com:
godaddy.com
To have your site on the web you need a server to host it, server space can cost from nothing at all to $500+ for dedicated servers.

Can you suggest an good Free Hosting Company?
110MB– http://www.110mb.com/
110MB is a free web hosting company, it offers 5Gb of Disk Space and 300GB of bandwidth, way more then enough for a starting site, see all the features here:http://www.110mb.com/upgrade-free-plan.p…
