You need webspace from a hosting company then you’ll need to build a pretty complex website. You’ll need to check requirements like bandwidth etc from your hosting company then if you are going to charge people to sign up on the site you’ll need to be setup as a business and have the facility for people to pay via credit card or paypal.
Its a long hard process if you dont know what you are doing

I did this two years ago – spent 6 months developing a fantastic site, and spent quite a bit of cash promoting it.
but unless you’ve got MILLIONS to promote it, you’ll never get more than a few members, nothing like the web exposure you need, and it will fail.
Sorry to be the harbinger of bad news, but that’s why it’ll take more than someone with the idea of copying an already successful site to break their stranglehold on the market.
