If your hosting the website with Go Daddy, they should have some kind of file manager, control panel or site builder which would allow you to create or upload web pages.
When uploading a file or folder, it can normally be accessed for a folder, under domain.com/folder or domain.com/folder/index.html (whatever the index file is, the former will lead you to the index page under that folder if you have one) or for a file at domain.com/file.html (again depending on the file extension).
If you’ve only registered the domain name, you might need to get hosting separately. Most web hosting providers come with a file manager of some sort and are likely to allow you to upload files via an ftp client.
