Does it mean that they own it and are selling it on? Can you barter with these people, or do you call them and they give you a fixed price?

They acquire previously used domain names and charge you what they think the market rate is.You can try to barter but I have no experience of this.I have looked at the site before and walked away becuase unless you have a sure fire winning business model its not worth paying more than a tenner for a webname.
