1. Get hosting. You need an actual server for this stuff to sit on the web. I recommend Bluehost. ( http://bluehost.com )
2. Domain. This links the .com name to your server. Bluehost can set this up for you or you can do it through GoDaddy like you listed.
3. HTML/Javascript are used for the client-side stuff in the browser. The server handles the database which stores the questions and answers and for this you will need a server-side language. I recommend PHP as it is pretty much the universal standard and all web hosts support it.
You said you didn’t want to learn how to code though, in which case you will have to hire a programmer. It can be costly though. If you are lucky you can get a friend to do it cheaply, otherwise it will cost $1000 or more for a complete project like an answers site.

just get a free licenced forum and manupulate it in your own way so that it meets your expectations. A good place to start with is phpBB site which you actually need to know some basics on how to upload a site onto a web server. However, if you get stuck you can easily go to their website and read their tutorials. By doing that so, you will be able to get it done. This is really just a modified bulletin board system (BBS).
You can start with a basic board and as you get used to it, start looking into modifying BBS systems, such as phpBB, to accomplish something closer to this.

Check with whoever does your web hosting. Sometimes they offer free scripts.. I use a place that has hosting for as low as 1 dollar a month but I use the 3 dollar package because it gives you the online web builder.
BUT if you choose a dollar a month package then
godaddy.com – 8.99 a year for a domain
1 dollar a month for hosting
so your cost for a site with your own name with no pop ups is 21.00 a year
I say this because of the freebies that they offer.

you dont need a domain name to make money, blogspot.com will do just fine. If you are willing to spend money go ahead. Type anything on google and get started. You have to spend money to make money

Have lots of money and of course register a domain name and get server hosting with lots of memory and everything included. Hire a team of professional web designers and programmers that will make it and maintain it regularly.

you can find the forum for free and make a link to your website. If you don’t know the programming it is very hard to create the forum or questions/answer like yahoo.
