http://www.nvu.com/index.php
This site will get you a free download called NVu. It may not be exactly what you are asking for, but, most "free" websites don't offer back up services so I recommend this because you can save the page(s) in a folder on your PC for backup. And, it's a 1 button upload. Not bad for a free web publishing tool.

Forget all the editors...they suck.
Start using notepad...http://www.notepad.org/
Make a file and call it notebook. Save any code you like that works so you can copy-paste and modify it. Copy the code you have onto notepad...
Here is how to get it to open with your browser...http://www.tizag.com/beginnerT/
Need help? There is a ton of support online...type your topic in the search engine. Save the bookmarks of any useful references that you find. Heres a good one...http://www.echoecho.com
Forget the server-side stuff and scripting for now...any page that you create, you can easily update by hand...learning the basics now will help you with the hard stuff later...you have to walk before you can fly.

First of all PHP and mysql is not the only answer out there for dynamic contents in websites. It is one of the most convenience and cheapest yes. In order to use PHP and mysql you need to first make sure that the hosting computer to your website will have those features available. another easy option for dynamic content is java script. The last option which I only highly recommend if you have the experience and the resources is SQL servers and ASP.net which are Microsoft driven technology.

If you're going to build a blog from scratch (very cool), I suggest first learning php and mySQL. In order to make it easier, download phpmyadmin. This will help you build and maintain your databases securely. I'd contact godaddy about setting this up if you need help. I'm sure php and SQL would run fine on their server. Taht reminds me... I plan on getting a web host soon. Who's service should I get?
If you're only building an uploader for yourself, you may not even need SQL (depends on your functionality). Use php to write to an external text file. I learned all this stuff last quarter in class, but it was a tough class. You may be able to do this with javascript, I'm not sure.
I think there may be premade applications on the web you can download that will do what you need.
Hope I helped...
