Does their $4.xx per month service cover ASP.NET?
I have no database access or SQL on my website.

Yes, but you have to choose windows hosting not linux.
Go to http://www.hosttell.com/godaddy
Choose web hosting -> Economy plan
than select windows radio button
(linux is selected by default).
Now you’ll have ASP.NET support.
I’ve used GoDaddy for Linux and it is alright. For Windows (ASP.NET), I would recommend going with Netfirms – http://tinyurl.com/netfirms .
Actually the one that MS recommends from the asp.net web site is a good one and not that expensive.
