I don’t think support over the phone especially by hosting company is available. This kind of support has high maintenance cost especially when dealing with biz that could attract millions of customer. Only when you have become a very important customer some hosting company would give this services. So don’t expect any hosting company will give you this.
Anyway if you need reliable and reasonable hosting for less than USD 50 per year you can contact me.

Most of them don’t include phone support for the price range you’re asking. But many offer very fast ticket support via email.
