My favourite is Dreamweaver

To create your own website you’ll need a html editor such as Dreamweaver or Frontpage. The html editor will allow you to add your own text on your web site.
You’ll also need a graphic editor like Photoshop or Fireworks for any graphics that need to be edited.
Since you are just starting out I would suggest that you use a template to make it easier on yourself.

Once you have a domain name and a host you need either:
(1) a WYSIWYG program that “does it all” like Dreamweaver+Photoshop or
(2) a set of programs, including a text editor, a graphics editor, and an FTP program; for example:
(a) Notepad++ for Windows or BBEdit for Mac or GNU Emacs for either one
(b) Photoshop or Gimp
(c) ws_ftp for Windows or FileZilla for Windows or FireFTP add-on for Firefox or Cyberduck for Mac
