I’m considering getting a website hosted by Blue Host [http://bluehost.com] and it says as one of the features that you get 50 MySQL databases, and I was wondering if this limits the number of users I can have? And if it does what is the limit? And what are the 50 databases to be used for?

No, it doesn’t limit users. It means you got 50 MySQL databases for any use… forums, guestbooks, stores, etc, etc
A database is something that stores information. They can be used for forums etc. So if you have a lot of them you can have a lot of features.
I don’t think it will limit the amount of users you can have.As long as you have one you should be fine…
If you’d like to find out try to contact the site admin.

Bluehost has been reliable for one of my sites.
50 databases is a LOT. Unless you’re going to have multiple blogs and forums, you’ll never use that many databases.
One database would be used for a blog, another for a forum, another for a shopping cart or catalog.
If you have subdomains and multiple blog installations, then you might use up the 50 DBs, but for a normal site, it’s overkill.
