Registrar lock means someone owns it already or is in dispute as to who owns it. Network solutions, go daddy and other registrars usually have lookups to see who owns it, when it is due for renewal (if it isnt renewed it is up for the taking) and other details.
It used to mean that the owner of the domain hadn’t paid
the registrar his fee. The registrar would keep the domain
in a “locked state” for some period of time until either he
was paid or he gave up and unlocked it so that someone else
could take it.
At the very least, “registrar lock” means the domain name registration is literally locked up to prevent it from being transferred to another registrar. If your domain name is with Go Daddy and its status is “registrar lock”, then it can’t be transferred to Network Solutions.
Depending on the registrar, they may also input registrar lock if the domain name is in the midst of a dispute of sorts, or has expired as the others have suggested.
