Well, a domain name is the http://www.example.com that you see in the title bar. You can get these at any domain registrar out there and they come with a yearly fee. Godaddy is one of the more popular places to register domain names. You’ll also need to get hosting which is the computer that your website it sitting on, and that has a monthly fee attached to it.
A static IP means that the address of the computer your site sits on never changes. There are various reasons why you’d need or want something like that but it’s mostly for advanced stuff and it’s not something your site would need. A simple shared hosting account is more than enough.
