I just got a website with DreamHost (and a domain) and they sent me an email stating that I need a FTP program for my operating system (windows) – DreamHost offers a free one, but I’m not even sure what I do as soon as I click on their link. AH! I wish I had a step by step guide or something!

FTP Stands for File Transfer Protocol. It is a way to transfer files to your web account on the server.
You could always use internet explorer. Just go to the following URLftp://yourwebsite.com
Then log in, Browse to the public_html folder and drag your index files etc over.
