Oh dear…first of all, it’s definitely not hacked. No offense, but that was an uneducated response that provides no help at all.
GoDaddy.com is a hosting company. If cbitw-layouts.com is redirecting to GoDaddy.com, it likely means that the site has no content, therefore all the content has been deleted or moved for some reason. It could also mean that the website owner hasn’t paid hosting fees, therefore having his/her account disconnected.
If you’re concerned about why, you can send an email to GoDaddy.com support. If you do a WhoIs lookup, at http://www.whois.net, you may be able to find the email address of the owner and ask them what happened.
There’s not a whole lot you can do. If you contact these people, you’ll hopefully be able to find out what’s wrong. I hope this helps.
