I’m wanting to buy a domain but I don’t have a static ip address here and I was wondering if I buy one from no-ip will the domain name be found by google and other search engines?

Once you have uploaded your site and linked your domain name to it, you will want to submit your URL to the major search engines: Google, Yahoo, MSN, etc.

Domain names don’t show up in search engines, web pages do. If you purchase a domain name and create a functional web site, it will eventually show up on search engines. You can also submit it to search engines yourself to speed up the process.
