For hosting, I would go with Netfirms. Why? Because you want a provider that is reliable, professional and ethical (and you really can’t say that for many of the hosts out there). You want to get timely support when you run into trouble. Netfirms is slightly more expensive, but you get what you pay for. Once you have Netfirms (Linux version if you want to host forums), I would recommend installing phpBB3. phpBB is by far the most popular open-sourced forum software and has a huge following, so you can be sure there is a lot of support and add-ons available for it.

I think you may be a little confused. A host provides the server space on which to run a web site. A web software application is run on a hosting service.
Joomla and phpBB are both software applications. Joomla is a content management system and framework while phpBB is forum software. The others are hosting companies.

Before choosing a host, no matter if its for a forum or anything else, you should really check how well they perform by using an external monitoring service.

Setting up monitors on a few hosts and leaving them running for a while to see how reliable they are over time and also to measure response/download speeds will help narrow down the list.
