Why do Hosting services such as HostMonster charge you money every year to own a domain name that no one own yet? What gives them the right to sell me something that is not yet created?     The ICANN has central authority over names and numbers on the internet. They delegate that authority to the registrars, and all of those parties must keep track of which names are in use (so they don’t get registered twice). All that infrastructure costs money, so there is a small fee associated with registering a name to offset the cost. Additionally there is already a problem with people purchasing names to “squat” and not really using them for anything other than advertising link farms (look up domain parking for more info about this). If domains were completely free there would be an even larger “tragedy of the commons” than we already have.
