Why Doesn’t Icann Allows People To Register Domains Directly?

Why does ICANN allow companies to sell domain names, and why doesn’t ICANN just allows people to register domain names from ICANN directly, instead of letting them buy them via yahoo or godaddy?
ps. i’m not criticizing, just curious.

    Originally there was only one registrar: Network Solutions. It was decreed that this was a monopoly, and other registrars were subsequently allowed into the field. The most immediate effect was a drop in domain pricing.
