I would like to start a new small business and thought up the idea of renting domain names and even renting out my already bought hosting services for people who need a short term website or just don’t feel like buying one. What do you think?

Registering (buying) a domain is so cheap these days that I can’t imagine anyone wanting to rent a domain. You can register a domain for under $10 a year these days, so I don’t think you’d be very successful with a business that tried to rent domains.
The only people I can imagine being interested in this are spammers, who typically only use a domain for a few months to a year at a time. But, again, it’s so cheap to buy a domain that even these people will drop the $10 to register a domain for a year, even if they abandon it after a few months.
As long as your domains generate traffic I don’t see why not!
